Ministry of National Planning and Development
The Ministry of National Planning and Development (MoNPD) is the central government agency responsible for formulating, coordinating, and monitoring national development policies and programs in the Republic of Somaliland.
Established to drive sustainable development across all sectors, the Ministry plays a pivotal role in coordinating aid flows, managing development partnerships, and producing vital statistical data for evidence-based policy making.

To lead and coordinate national planning efforts that promote sustainable economic growth and improve the quality of life for all Somalilanders.

A prosperous Somaliland with sustainable development, good governance, and improved livelihoods for all citizens by 2030.
Core Functions
- Formulation of national development policies and strategies
- Coordination of development assistance and aid management
- Collection, analysis, and dissemination of statistical data
- Monitoring and evaluation of development programs
- NGO registration and coordination
- Management of the Somaliland Development Fund (SDF)
